The beauty of this picture of a carousel sign was really compromised by the dark shadow cast over the top portion of it.

I solved the problem by sampling the bottom portions of the surrounding wall for the upper, darker portions, re-creating from scratch the top of the flag, the upper part of the sign and the point on the end of the flag pole, and, finally, adjusting levels and curves for the remaining darker elements.
